NMSU requests proposals from qualified contractors interested in providing bond counsel and related legal services in connection with its outstanding and future issuances of indebtedness as well as providing on-going legal counsel with respect to various finance matters. It is NMSU’s intent to retain the successful Respondent for bond counsel services for a four-year period. NMSU reserves the right, however, to select other bond counsel during the four years if it is deemed in the best interest of NMSU. Services to be performed by Bond Counsel shall include, but are not limited to, the following: 1. All matters necessary or incidental to the issuance of bonds, including rendering of an approving opinion as to the legality and tax exempt status of bonds, refunding of revenue bonds, the evaluation of alternative debt instruments and matters related to post-issuance of bonds. 2. Provide advice and counsel on finance-related legislative matters affecting NMSU. 3. Assist NMSU in relationship management with bond rating agencies. 4. Provide advice and counsel on continuing compliance with securities, tax, and other applicable law. 5. Attend meetings of the Board of Regents or other groups to the extent required or requested.
