The successful Offeror shall be required to perform the following services including, but not limited to: 1. The Consultant will review all aspects of the operation and management of the Sandoval County Landfill (Landfill). After reviewing the operation and management of the Landfill, the Consultant will create a flow diagram and report in the final report detailing the flow process in detailing the management and daily operations of the Sandoval County Landfill. The flow diagram will specify with each step the personnel, equipment, and any other utilized County resource necessary to complete such a step. The final flow diagram should cover all aspects of the operation to include but not be limited to labor, management and equipment. 2. Consultant will review the financial records and all solid waste records concerning tonnages and types of material received by the Landfill over the past five years. After completing the review as stated in Section 2 of the Technical Specifications, the Consultant shall include in the final report a breakdown of all costs to Sandoval County for the past ten years to include, but not limited to personnel; equipment; compliance; any risks (accident or incidents) paid out over the same time period...
