DRAFT Request for Proposal - Space Systems and Hardware Integration for Novel Experiments (SSHINE)
The Air Force Research Laboratory (AFRL), Space Vehicles Directorate, Integrated Experiments and Evaluation Division (RVE), intends to release a Request for Proposal (RFP) for the SSHINE acquisition at a future time. The Draft SSHINE RFP documents are attached and provided for industry review, feedback, and comments. Industry comments and questions on these draft documents are critical to helping to clearly shape and define the Government's requirement and for continuing market research. The content of the draft documents contained herein are subject to change.
AMEND 1 UPDATES:
- Industry Feedback and CRM due date updated from 30 Sep 24 to 04 Oct 24
- Solicitation/ Attachments updated to reflect removal of SSHINE RVES TO and minor revisions to technical evaluation factors

Written industry responses are due no later than 3:00 p.m. Mountain Daylight Time on 04 October 2024. Please do not submit or include proprietary information or questions. Responses to questions will be posted to the SAM.gov website at a later date. Access to the draft SSHINE Base Support List must be obtained by request in SAM.gov.

Please note that this notice does not constitute a formal Request for Proposal (RFP), it is not to be construed as a commitment by the Government, and the Government is under no obligation to issue a formal final Request for Proposal (RFP). Any financial costs incurred by the offeror as a result of this notice are the sole responsibility of the offerors. AFRL/RV Contracting encourages continual monitoring of SAM.gov for any announcements, solicitations, amendments, and/or otherwise of all opportunities provided.
The Government is pushing the release of the final solicitation to 1st Qtr CY 2025. Based on industry feedback to the draft solicitation posted 29 Aug 2024 and amendment 1 posted on 19 Sep 2024, a second draft solicitation incorporating considered, applicable feedback will be posted to SAM.gov 4th Qtr CY 2024
