The purpose of the Request for Proposal (RFP) is to solicit sealed proposals to establish a contract through competitive negotiations for the procurement of qualified entities (Potential Offerors), who intend to respond to this RFP for the Transitioning of the SONM’s vehicles to a ZEV Fleet with a contract through competitive negotiations for the procurement of lease vehicles as ZEVs. This RFP will solicit proposals for the Turn Key program of planning, designing, financing, deploying, installing, operating, monitoring, as well as, the acquisition of zero emission vehicles for terms that will not exceed a twenty-four (24) month lease. These leases may consist of a fixed closed end lease for up to twentyfour (24) months that only deals with the acquisition of the vehicles; or the lease may consist of an open ended lease wherein the maintenance and management of all vehicles is required. These leases may include a variety of passenger vehicles throughout the SONM, in alignment with all applicable Federal NEVI Formula Standards and Regulations and the FHWA Buy America Plan, at locations (Sites) across the SONM.
