PLEASE TAKE NOTICE: That the City of Amsterdam on the 24th day of May, 2022 at 11:00 AM local time at the City Hall, 61 Church Street, Amsterdam, New York 12010 will publicly open and read all sealed bids and proposals received pursuant to this notice for the furnishing of work, labor and materials in connection with the City of Amsterdam Wastewater Treatment Plant Improvements Contract No. 7 – General Construction and Contract No. 8 – Electrical Construction.
Work for Contract No. 7 – General Construction will consist of furnishing all materials, equipment, and labor necessary for replacement of (2) existing scum pumps, (2) waste activated sludge (WAS) pumps, (1) thickened sludge (TS) pump and all associated piping, valves and fittings associated with scum, WAS, and thickened sludge suction and discharge. Work will also include the replacement of the existing 4” sludge piping with new 6” DIP, selective concrete demolition and repair, and the replacement of thickened sludge and waste activated sludge piping outside of the pipe gallery all as defined in greater detail in the contract documents.
Work for Contract No. 8 – Electrical Construction will consist of furnishing all materials, equipment, and labor necessary for the completion of electrical work associated with the replacement of (2) existing scum pumps, (2) waste activated sludge (WAS) pumps, and (1) thickened sludge (TS) pump including disconnection of electricity to equipment to be removed by Contract No. 7 and other miscellaneous electrical items, as shown and specified. New work includes ensuring wire, and control signal, to all new equipment as provided by Contract 7 is properly installed and functional and the furnishing and installation of the new pump shutoff switches all as further detailed in the plans and specifications.
Each bid must be submitted within an opaque envelope. The name of the bidder and “City of Amsterdam Wastewater Treatment Plant Improvements Contract No. 7 – General Construction Bid Enclosed” or “City of Amsterdam Wastewater Treatment Plant Improvements Contract No. 8 – Electrical Construction Bid Enclosed” shall be clearly marked on such envelope. The bids shall include all items listed in the “PACKAGE TO BE SUBMITTED WITH BID” which is included with the project manual. If a Bid is sent by mail or other delivery system, both the outside packaging and sealed envelope containing the bid within shall be clearly marked “City of Amsterdam Wastewater Treatment Plant Improvements Contract No. 7 – General Construction Bid Enclosed” or “City of Amsterdam Wastewater Treatment Plant Improvements Contract No. 8 – Electrical Construction Bid Enclosed”

The clerk will provide a complete electronic set of bidding documents (Project Manual), which includes electronic copies of the plans and specifications. No paper copies will be provided
Women and Minority Owned Businesses are encouraged to bid on this project.
Accompanying each bid must be a bid bond or certified check made payable to the order of the City of Amsterdam in the amount of five (5%) percent of the bidder’s maximum bid amount as a guarantee that if the contract is awarded to a bidder, said successful bidder will comply with the Notice to Bidders and the specification for the contract in accordance therewith. Said bid bond or certified check will be retained by the City of Amsterdam, and upon completion of the contract, in accordance with said specifications, the said bid bond or certified check will be returned to the bidder. On failure to comply with the Notice to Bidders and the specifications for said contract, the successful bidder shall forfeit the deposit as liquidated damages to the City of Amsterdam.
Every bid or proposal must contain a non-collusion affidavit executed by the bidder or his authorized representative. Separate Performance and Payment Bonds, each equal to one hundred (100%) percent of the contract sum, will be required of the successful bidder.
The bidder to whom the contract will be awarded shall execute the contract and furnish required sureties within ten (10) days after the date of Notice of Award. Failure to do so will result in Bidder's forfeit of contract work and bid security. No bidder may withdraw his bid within forty-five (45) days after the date set for the opening thereof. Any bid may be withdrawn prior to the above scheduled time for the opening of bids, or any authorized postponement thereof.
The City of Amsterdam and its representatives will not offer or supply anyone the list of people that have obtained a copy of these bid specifications or cost estimates for the project prior to the opening of the bids. NO EXCEPTIONS ARE MADE TO THIS POLICY.
The City of Amsterdam reserves the right to waive any informalities in or to reject any or all bids submitted or to award the contract to the lowest responsible bidder who in the City’s judgment makes the most advantageous proposal to the City of Amsterdam.
A pre-bid meeting is scheduled for 9:00 AM on May 10, 2022 at the WWTP located at 176 Quist Rd, Amsterdam, NY 12010.
All sealed bids or proposals must be received by the City of Amsterdam prior to 11:00 AM on May 24th, 2022, the date on which all sealed bids or proposals will be publicly opened and read aloud.
