A. Purpose
The City of Amsterdam, New York (herein referred to as the “City”) is interested in receiving statements of qualifications from firms or teams for turn-key professional services including project development and implementation of various energy, operational savings initiatives and infrastructure improvements. The project will be focused on the City’s wastewater treatment plant and supporting infrastructure, although other City facilities and multiple project phases may also be considered. The City’s intent is to contract with one firm that will provide services to design and implement improvements in accordance with New York State Energy Law Article 9: Energy Performance Contracts in Connection with Public Buildings and Facilities.
B. Project Overview
Responses are requested from firms with a high degree of skill capable of providing audit, engineering, project development, construction services to install operational savings facility projects, commissioning and programming services, on-going savings measurement, monitoring and verification and guarantee services necessary to achieve and maintain operational savings over the project’s life. The City is particularly interested in firms with experience on the design, construction, and operations of comprehensive treatment plant improvements, including aeration systems, anaerobic digestion, organic waste receiving, electricity cogeneration and biosolids dewatering systems.
The City intends to award a performance-based contract to the firm deemed most qualified to provide the services described above. It is the City’s intent to develop projects such that combined energy, operational savings will offset project costs over the project’s life. The City will enter into a performance-based contract which is determined to be in the best interest of the City. Contract award will be based on selection criteria set forth in this RFQ.
The intent of the City is to execute a project development agreement with the most qualified firm resulting from this RFQ. This will initiate project development and engineering services necessary to define project scope of work, construction price, operational savings, financing structure and other salient components that will become the content of a project implementation contract for the City’s consideration and approval.
