The Catskill Central School District is seeking Proposals for Transportation Services for students as permitted by Section 305(14) of the Education Law.
1. NOTICE TO PROPOSERS
1.1 All proposals must be submitted in duplicate on the bid forms attached to this document. Such bid forms must be properly filled out in ink or typed and must be duly signed by the Proposer or authorized representative of the Proposer.
1.2 Proposals must be submitted in a sealed envelope plainly marked upon the outside "Request for Proposal 2019-2020 Transportation Services" and must be received in the Catskill Central School District, Business Office, 347 West Main Street, Catskill, NY 12414 by 10:00 AM, Monday, May 6, 2019.
1.3 Pursuant to Section 103-d of the General Municipal Law of New York, all bids submitted to a political subdivision of the State of New York must contain a non-collusive bidding certification attached to this document.
1.4 Pursuant to Section 156.12 of the Commissioner of Education Regulations, the Board of Education intends to award the bid based upon an evaluation of proposals in accordance with the established criteria:
a. The previous experience of the contractor in transporting pupils: 6%
b. The name of each transportation company of which the contractor has been an owner or manager: 2%
c. A description of any safety programs implemented by the contractor: 5%
d. A record of accidents in motor vehicles under the control of the contractor: 15%
e. The driving history of employees of the contractor: 15 %
f. Inspection records and model year of each of the motor vehicles under the control of the contractor: 15%
g. Maintenance schedules of the motor vehicles under the control of the contractor: 15%
h. A financial analysis of the contractor: 3%
i. Documentation of compliance with motor vehicle insurance requirements: 4%
j. Total cost of the proposal: 20%
1.5 The Board of Education reserves the right to waive any informality, and accept or reject any or all bids.
