Summary of Specifications:
Chemung County, in coordination with its transit operations management contractor First Transit Inc., has the need of Transit Capital Project Management services for approximately a two-year period. These services will be part time, and estimated to be twenty (20) to (30) hours per week. This is only an estimate and may be increased or decreased, depending upon the County’s needs. The successful proposing individual\firm will be required to work from an office in Chemung County Transit System at a minimum of two (2) days per week; salary is negotiable. Expected consulting period is two (2) years with an option for one additional year. The function of the Transit Capital Project Management is to plan and facilitate the needed processes for the County to execute purchases and/or services, and finalize projects according to deadlines and budgets. In order to deliver projects according to plan and schedule, the individual\firm (hereinafter proposer) must be capable of developing and writing equipment and\or material specifications and developing project specifications. The proposer will need to research the necessary resources for such specifications. The proposer will be responsible for coordinating the capital project efforts of the County personnel responsible for transit oversight and purchasing, the private transit operator staff and third-party contractors or consultants. Under County direction, the proposer will also help define the project’s objectives and oversee quality control throughout its project life cycle.
