RFP- 246 - Senior Managing Underwriter

The City of Elmira, Chemung County, New York (the "City.") through the City Chamberlain is issuing this Request for Proposals to qualified interested parties to provide senior managing underwriting and bond marketing services. In July 2021, the City plans to issue general obligation refunding bonds, the proceeds of which are to be used to potentially refund the 2008, 2010, 2011, 2012 and 2013 Bonds of the City. We plan to use the S&P Investment Grade rating of “BBB-“with a “Stable” outlook for the City for the financing.  However, please be aware that Moody’s Investors Service, Inc. (“Moody’s”) currently maintains their municipal bond rating of “Ba1” with a “Stable” outlook for the City. The City intends to select a senior managing underwriter for the financing so as to best serve the City and intends to select a firm based upon responses to this RFP.
