SECTION 1: PURPOSE AND BACKGROUND
1.1 The City of Albany, NY (“City”), is seeking proposals from qualified consultants to provide
consulting services for the City’s Computer Aided Dispatch (CAD) and Records Management
System (RMS) Replacement Project, including overall project management, system requirements,
RFP development, software selection, contract negotiations and implementation.
Proposer(s) shall develop the scope of work and technical/business requirements for a new CAD
and RMS solution to replace the Department’s existing CAD and RMS systems. Consultant shall
perform a full requirements study, which will be used to procure and replace the City’s aging CAD
and RMS systems.
Proposer(s) shall also provide system design, develop requirements matrix, perform gap analysis
study, work with the City Public Safety Team in writing and finalizing the CAD and RMS Solution
RFP, participate in all vendor demonstrations, work with City team to select vendor, or vendors,
and work with the City to finalize contract(s).
The qualified proposer(s) shall demonstrate they have the resources, experience, and qualifications
to provide consulting services for a CAD/RMS system replacement selection and implementation
services. The consultant will also help to ensure the product(s) selected can integrate with each
other (if more than one system is recommended), as well as with existing systems that are core to
