The City of Albany hereby requests proposals from qualified entities to provide planning, landscape architecture, and engineering services to the City of Albany to activate a space along Section 3 of the South End Connector Bikeway, a half-mile portion of the path located underneath Interstate-787 between Church Street and the intersection of Broadway and Quay Street. The South End Connector is a 1.5 mile shared use path that connects the Albany County Hudson-Helderberg Rail Trail and the Mohawk Hudson Bike Hike Trail. Construction of the trail began in September of 2019 and will continue through the spring of 2020. The City is seeking firms to reimagine this section as an attractive and engaging accompaniment to the trail. Two project area maps have been included as Appendices A and B.
Designs should include but not be limited to lighting displays, seating, designated spaces for food trucks and vendors, pop-up spaces, and sports or recreational amenities. Safety enhancements, lighting, and wayfinding solutions should be incorporated through creative designs. The end product will be influenced by a robust public outreach effort, as public input is a vital component of the project. The City Of Albany is seeking firms with experience in a variety of outreach methods to increase public engagement and input for the project.
The project is funded in part by the Recreational Trails Program, an assistant program of the U.S. Department of Transportation’s Federal Highway Administration (RTP -175160) and the Greenway Conservancy for the Hudson River Valley Inc. (2018-A-01). All contracts and subcontracts are subject of the terms of the New York State Mater Contract for Grants – Standard Terms and Conditions, RTP Attachment A-1, and RTP Attachment A-2.
Minority Business Enterprises and Women's Business Enterprises are strongly encouraged to submit proposals
