GENERAL:
Furnish and delivery of Sodium Permanganate to the Alcove Reservoir, 156 County Route 111, Alcove, NY 12007.
The contract period will be one-year (1), and it is estimated that approximately 15,000 – 20,000 gallons at 19.5% - 21.5% as Sodium Permanganate will be purchased over the course of that year.
The product shall be sodium permanganate as manufactured by Carus Corporation, Peru, IL; or equal manufacturer meeting ANSI/ NSF 60 standards for use in the treatment of potable/drinking water. All methods of blending and delivery shall follow these standards.
DELIVERY:
Delivery of the product shall be coordinated with the Feura Bush Filtration Plant (518-767-2667) 24 hours in advance of shipment.
Vendor must have the capabilities to deliver product within forty-eight (48) hours under normal conditions and twenty-four (24) hours during an emergency.
Deliveries shall be made in maximum quantities of 1,800 gallons with an expected quantity of 1,200 gallons to 1,500 gallons. In the event of emergency, Albany Water Department reserves the right to order in smaller quantities.

Actual Tank size = 1,150 gallons
Maximum Operating Capacity = 1,000 gallons
Working Capacity = 950 gallons
Vendors shall communicate and inform their account representative as well as their dispatch supervisor of pending deliveries. In the event of a late or delayed delivery, the representative or dispatch must be able to provide relative information regarding the delay as well as timing of the expected delivery.
Shipments shall be identified as to product, grade, net weight, name and address of manufacturer. All markings on packaged, containerized, or bulk shipments shall conform to applicable laws and regulations, including requirements established by the US Occupational Safety and Health Administration (OSHA).
Packaging and shipment of Sodium Permanganate shall conform to all applicable federal, provincial, state and local regulations.
AFFIDAVIT OF COMPLIANCE:
The purchaser may require an affidavit from the manufacturer or supplier that the Sodium Permanganate furnished under the purchaser’s order complies with all applicable requirements of the AWWA B603-23 (American Water Works Association) and ANSI/NSF 60 standard.
Vendors are encouraged to visit the water treatment plant and determine the requirements for delivery.

Liquid sodium permanganate solutions:
Description
Aqueous sodium permanganate solutions are dark purple and odorless. Permanganate solutions are miscible with water in all proportions. The specific gravity of the solutions will vary with the concentration of sodium permanganate as shown in the following table:

Chemical Requirements
- Liquid sodium permanganate solutions: The sodium permanganate content (percent NaMn04) of the delivered solution shall be as specified by the purchaser and may vary up to commercially available 40 percent NaMn04 by weight. Product must be BID, BILLED and DELIVERED by weight not volume. Vendors shall not manipulate the specific gravity of the product by any means. Any determination of a less active product will be means for termination of the contract.
- Supplier must provide technical support: Safety training, emergency spill support and on site jar testing for seasonal changes must all be provided if requested.
- Site: Due to the remote nature of the delivery site, drivers must be trained in the specific chemical product being delivered.
- Prequalification: Product performance must be verified through means of jar testing. Vendor shall have the ability to provide verifiable documentation of utilization of the specified product in production in multiple instances of similar treatment process
Impurities
- General: The dry or liquid permanganate supplied in accordance with this standard shall contain no soluble inorganic or organic substances in quantities capable of producing deleterious or injurious effects to the health of those consuming water that has been treated properly with either the dry or liquid permanganate.
- Product certifications: Liquid sodium permanganate solutions are direct additives used in the treatment of potable water. This material should be certified as suitable for contact with, or treatment of, drinking water by an accredited certification organization in accordance with NSF/ANSI 60. Evaluation shall be accomplished in accordance with requirements that are no less restrictive than those listed in NSF/ANSI 60. Certification shall be accomplished by a certification organization accredited by the American National Standards Institute.
Product must conform to ANSI/AWWA standard B603-23.
Product must be certified under the National Sanitation Foundation (NSF) Standard 60 - Drinking Water Treatment Chemicals - Health Effects. A copy of the current NSF listing for the product being bid must be submitted.
