Summary of Specifications:
City of Cohoes COHOES, New York Water Meter Project NYSEFC Project #C4-5404-06-00 Contract No. 2
Sealed bids for supplying and installing meters and sensors at the Water Treatment Plant, Lower Reservoir Area and Raw Water Pump Station will be received by the City of Cohoes at the Office of the City Clerk, City Hall, 97 Mohawk Street, Cohoes, New York 12047 until 9:30 AM local time, on August 20, 2010. Bids will be publicly opened and read at 10:00 AM local time on August 20, 2010. The project consists of providing and installing water meters at the water treatment plans and other areas shown on the drawings.
Any Bid not received and stamped before 9:30 AM local time on August 20, 2010 will not be accepted or read aloud.
Bids will be received on Contract No. 2 to install water meters. Bids shall be on a lump sum price basis for Contract No. 2.
Bidding documents may be examined at the Office of the City Clerk, City Hall, 97 Mohawk Street, Cohoes, New York 12047. Copies may be obtained upon deposit of $100 for each set (written as two separate $50.00 checks). Partial sets of Bidding Documents will not be available. Neither the Owner nor the Engineer will be responsible for full or partial sets of Bidding Documents, including any addenda, obtained from other sources. Bidders who return full sets of documents in good condition within 30 days after receipt of Bids will receive a refund of $50.00. It is anticipated bidding documents will be available on August 2, 2010.
A pre-Bid conference will be held at the office of the City Engineer, 97 Mohawk Street, Cohoes, New York 12047 on August 9, 2010 at 10:00 AM local time. Representatives of Owner and Engineer will be present to discuss the project. Bidders are required to attend and participate in the conference. Engineer will submit to all prospective bidders of record such addenda as Engineer considers necessary in response to questions raised at the conference. Oral statements may not be relied upon and will not be binding or legally effective.
Bid security in the form of a certified check or a bid bond in the amount of five percent of the Bid must accompany each Bid.
The successful Bidder will be required to furnish performance and payment bonds in the amount equal to 100 percent of the Contract amount.
Bidders shall provide proof of qualifications to perform the Work as described in Article 5 of the Instructions to Bidders.
Owner is exempt from payment of sales and compensating use taxes of the State of New York and the cities and counties on all materials to be incorporated into the Work.
Contract time of commencement and completion will be in accordance with Article 4 of the Agreement.
The Owner has the right to reject any and all bids, as well as the right to waive all informalities in awarding a contract deemed to be in the best interest of the Owner.
