BACKGROUND INFORMATION:
In 2005, the City of Newburgh renamed the portion of Water Street also known as Marine Drive after Rev. Dr. Martin Luther King, Jr., and in his honor, placed a bust at the intersection of Colden Street (formerly Fourth Street) and Water Street (AKA Marine Drive), the most northern portion of tax parcel Section 24, Block 3, Lot 1.1. This area has become commonly known, though not officially designated, as Rev. Dr. Martin Luther King, Jr. Park. This parcel is extremely large, and the park would constitute a small portion of the parcel, to be subdivided under the direction of City staff.
In 2015, NYSDOT added a traffic signal that greatly improved traffic conditions and pedestrian movement at this intersection, however in doing so, partially blocked views of bust. The City has secured funding to redesign this intersection to a more contemplative and park-like environment, and reposition the bust to a more respectful and prominent location within the future park.
In addition, the City is considering suitable locations for the re-interment of the displaced remains from the historic “Colored Cemetery”. The site design should consider the possible location for a columbarium, but no detailed design of a columbarium shall be included in this proposal.
SCOPE OF WORK:
A Landscape Architect shall take the lead in this project, developing an appropriate team of professional provide all necessary services, not limited to, but including surveying, preliminary design, detailed design, construction document preparation, cost estimates, and subdivision.
