METHOD OF AWARD
Award will be made to the responsive and responsible bidder who proposes the lowest overall best value to the City based upon the Total Bid Price, which shall be based on:
Hourly standard labor rate to be charged to the City for routine non-emergency work. Reference Section 10.1.
Hourly labor rate to be charged to the City for emergency work outside of normal business hours. Reference Section 10.2.
Provision and installation of thirty (30) basic high-efficiency 90 rated furnaces. Reference Section 5.6. Note – bidders must provide the product information shown on the Proposal as well as the installed cost.
Flat rate travel charge per job. Reference Section 7.1
Materials and parts costs - % discount from contractor’s list price. Reference Section 5.3.
The City reserves the right to award this contract to more than one bidder in order to insure service response capacity. The primary award of this contract will be made to the lowest cost bidder per section 17.1. The City may award secondary contracts to the next lowest bidder(s),
For purposes of this bid, if one or more bids are submitted by a business certified as an MWBE business by New York State on the date of the bid, the MWBE bidder(s) shall receive a five percent (5%) price advantage over non-MWBE bidders pursuant to Section 8 of Ordinance No. 2018-54. The lowest best value offer shall be defined as the lowest bid after adjusting for any MWBE price advantage. For example, if three bids are received, one for $100.00, one for $103.00, and one by an MWBE business for $105.00., the lowest best value offer would be the bid submitted by the MWBE business for $105.00. If instead the MWBE business submitted a bid for $105.01, the lowest best value offer would be the bid for $100.00. The same logic will be used by the City in comparing bids based upon discounts rather than specified unit prices. If award of the contract is based upon award by total bid, or by group, or by item, the City reserves the right to determine its lowest best value offer based upon total bid, group and per item prices offered
The City reserves the right to reject any bid where prices offered are unbalanced or do not reflect current market pricing and conditions.
