1. The Bidder shall furnish uniformed, trained unarmed security guards and armed security guards for various City Departments. Bidder must provide Security Guard that are visible and observant
at all times, greeting staff, guests, and vendors in a courteous and attentive manner. Bidder must provide supervision of Security Guards at all times. Bidder shall assign at least one (1)
supervisor per security services specified herein.
1.1.1 All Security guards must be Certified and Licensed by New York State to
function and operate as security guards.
1.1.2 The City reserves the right to schedule or assign security guards on an as-
need basis for a minimum of four (4) hour shifts.
1.1.3 Armed Security: The City of Rochester reserves the right to request armed
security services when the threat conditions and City warrant it. The bidder
must provide a visible deterrent to potential attackers and an armed
response, if needed.
1.1.4 The City reserves the right to schedule, or assign security guards on a
regular, long-term basis based on shifts as specified herein.
See Appendix I through Appendix II.
2. The City is soliciting highly competent Security companies to provide additional security services, duties and responsibilities, as specified, to assist City Security Officers.
3. The Successful Bidder must meet and provide the following Security Services and requirements at adequate levels determined by City.
1.3.7 Assist in Emergency Response Situations
1.3.8 Provide Emergency Response to Emergency call and situations, swiftly
and appropriately.
1.3.9 Be able to administer First Aid
1.3.10 Be able to respond to:
I Distress calls
II Panic Alarms
III Calls for disorderly conduct
Iv Calls for disruptive persons
1.3.11 Be able to deploy various methods of access control
1.3.12 Proficient use of Magnetometers
1.3.13 Proficient use of Security Scanning Wands
1.3.14 Proficient use of Security Scanning Wands
1.3.15 Proficient use of X-ray machines
1.3.16 Proficient use of Security enhancement devices.
1.3.17 Proficient use of Security threat detection Devices. Refer to section 8.
1.4 The successful Bidder shall work under the direct supervision of VincentMcIntyre, City Superintendent of security, or his designated Supervision Security
Officer.
1.4.1 Bidder understands that the City shall designate a representative from various Departments to serve as Department liaison to the successful
Bidder.
1.4.2 Departmental Liaison may make request for security services that have been approved by the City’s Superintendent of Security.
1.5 The successful Bidder must maintain and hold harmless the City Rochester’s reputation with professionalism and legal compliance.
1.5.1 The successful Bidder must adhere to Local, State and Federal Laws.
1.6 Bidder must demonstrate how they would immediately respond to a hostile situation at any of City facilities. Bidder shall must demonstrate response to a critical or catastrophic event such
as an Active Killer, Fire Drills or other events and critical. Refer to Proposal Page, Section 6.
1.7 Bidder must demonstrate a quick reaction and response in the detection of any suspicious or criminal behavior, and prevention of theft or vandalism of City Facilities and Assets. Refer to Proposal Page, Section 6.
1.8 Bidder understands that the number of City locations are subject to change based on the City’s best interest or ownership.
1.9 Bidder
must not leave blank spaces in the Proposal Section. The City reserves the right to reject Bid Proposals that are incomplete and include blank spaces.
1.10 Bidder must include all costs in their bid prices.
