METHOD OF AWARD

11.1 Award will be made to the lowest responsive and responsible bidder by Total Bid Price Average. FOB Delivery pricing will be used to determine the City’s lowest cost. Additional items listed in the Proposal must be bid, but will not be a factor in the award unless prices offered are unbalanced and/or not consistent with market conditions.

11.2 Although City pick-up prices are not used to calculate award, bidders must indicate the location of their plant for City pick-up. The City reserves the right to use another contractor if the City’s cost is too high based upon the travel factor per Section 8.4.
