RFP-2007-021 - East Rome Business Park Implementation & Rod Mill Reuse Strategy

Summary of Specifications:
PROJECT DESCRIPTION – East Rome Business Park and Rod Mill Site East Rome Business Park. The City of Rome is seeking assistance to provide professional planning and design services for the East Rome Business Park Implementation Strategy. This component will be a combination of Step 2 and partially Step 3 as described. The City of Rome intends to complete a BOA Plan (Nomination and Implementation Strategy) for an approximate 200-acre area characterized with 30 brownfields located along the Mohawk River and Erie Canal. The City's goals are to redevelop the 200-acre industrial area as a modern business park with mixed use. Redevelopment will positively affect the City through job growth, business expansion, increased recreational opportunities, and environmental remediation. This will be primarily funded through a DOS BOA grant awarded in 2005. Rod Mill Site. The City also intends to develop a detailed analysis and reuse strategy for the Rod Mill site and the adjacent City-owned parcel which are located within the East Rome Business Park and which were formerly part of the larger General Cable facility. The Rod Mill site is a 5.8 acre parcel which was a Brownfields Assessment Pilot Project through the U.S. Environmental Protection Agency and participated in the NYS Department of Environmental Conservation (DEC)Voluntary Clean-up Program. An environmental site assessment was completed and sub-surface utility structures and contaminated soil were removed. The adjacent City-owned parcel is a 7.6 acre parcel which has gone through the DEC's Voluntary Cleanup Program and abandoned factory buildings have been demolished. The project components are described in detail in the Scope of Work (Section 2) below. This component consists of the latter half of Step 3, however, is geographically located within the BOA, and should be incorporated the greater BOA analysis. The Reuse Strategy is primarily funded though an LWRP grant from DOS.
