Sealed proposals will be received by the City Clerk of the City of Rome, New York, until 3:00 P.M. local time, Thursday, September 13, 2012 for the RFP-2012-042 ROME NEIGHBORHOOD STABILIZATION PROGRAM (NSP) Rehabilitation of 103 Sixth St. Bids will be publicly opened and read aloud at 3:00 P.M., local time, Thursday, September 13, 2012 in the Council Chambers, 2nd Floor, City Hall, Rome, New York. All proposals shall be made on the Bid Proposal Form furnished and shall be enclosed in a sealed envelope marked to the attention of the City Clerk as follows: PROPOSAL DOCUMENTS RFP-2012-042 Rehabilitation of 103 Sixth St. [Name of Company] A certified check or bid bond in the amount of five percent (5%) of the total gross bid, payable to the order of the Rome City Treasurer, Rome, New York will be attached to the submitted Bid Proposal Form. Failure to include a certified check or bid bond will void your submission. ****************NOTICE TO ALL BIDDERS****************** THIS PROJECT IS BEING CARRIED OUT THROUGH THE USE OF FEDERAL NEIGBHORHOOD STABILIZATION PROGRAM FUNDS AWARDED TO THE CITY OF ROME BY THE NEW YORK STATE HOUSING FINANCE AGENCY. CONSEQUENTLY, SECTION 3 OF THE HOUSING AND URBAN DEVELOPMENT ACT OF 1968 MAYAPPLY DEPENDING ON THE CONTRACT AMOUNT. SECTION 3 REQUIRES THAT TO THE GREATEST EXTENT FEASIBLE, OPPORTUNITIES FOR JOB TRAINING AND EMPLOYMENT BE GIVEN TO LOWER INCOME RESIDENTS OF THE SECTION 3 AREA AND CONTRACTS FOR WORK IN CONNECTION WITH THE SECTION 3 COVERED PROJECT BE AWARDED TO BUSINESS CONCERNS WHICH ARE LOCATED IN OR OWNED IN SUBSTANTIAL PART BY PERSONS RESIDING IN THE SECTION 3 AREA. THE SUCCESSFUL BIDDER(S) MAY ALSO BE REQUIRED TO IMPLEMENT THIS POLICY TO THE FULLEST EXTENT POSSIBLE THROUGH THE AWARD OF A SUBCONTRACT(S) TO QUALIFIED SECTION 3 BUSINESS CONCERNS. ADDITIONALLY, WHERE IN THE PERFORMANCE OF THIS PROJECT'S WORK ITEMS IT WILL BE NECESSARY FOR THE SUCCESSFUL BIDDER(S) TO INCREASE THEIR WORK FORCE BEYOND PRESENT MANPOWER LEVELS, PREFERENCE IN EMPLOYMENT AND TRAINING MAY BE GIVEN TO THE ABOVE STATED QUALIFIED LOW INCOME RESIDENTS. THIRTY PERCENT OR GREATER OF THE AGGREGATE NUMBER OF NEW POSITIONS SHOULD BE GIVEN TO QUALIFIED LOW INCOME RESIDENTS. THE CITY ALSO ENCOURAGES THE PARTICIPATION OF REGISTERED MINORITY BUSINESS ENTERPRISES (MBE)/ WOMEN BUSINESS ENTERPRISES (WBE) IN THIS PROJECT THROUGH THE AWARD OF SUBCONTRACT(S) BY THE SUCCESSFUL BIDDER(S) TO QUALIFIED MBE / WBE CONCERNS. Plans, specifications, proposal forms and other bid documents may be examined at the office of the Community and Economic Development, Third Floor, City Hall, Rome, New York. Bids are also advertised with the Mohawk Valley Builders Exchange. The plans are available for download (Adobe PDF) at no charge; however, incomplete bid proposals will be disqualified. A Pre-Bid meeting will be held 10:00 A.M. Monday, September 3, 2012 at 103 Sixth Street, Rome, NY 13440. During the meeting, Bidders will be invited to tour the project site. All questions concerning the Bid Documents are to be submitted in writing or email to the Purchasing Department by Monday, September 10, 2012 before 3:00 P.M. The Bid Proposal Form, Bid Itemization Form, Responsible Bidder Form, Non-Collusive Bidding Certificate, MBE/WBE Utilization Plan, Minority Business Enterprise Participation Form and Bidder Checklist must be returned with each proposal. Certified check or bid bonds are required. This proposal must be returned to Rome City Clerk’s Office, First Floor, Rome City Hall, 198 N. Washington St., Rome, NY 13440 by: September 13, 2012 at 3:00 PM. The proposals will then be publicly opened and read at 3:00 PM on September 13, 2012. The Rome Neighborhood Stabilization Program is funded through the New York State Housing Finance Agency. All components of this project are subject to Section 3 of the Housing and Urban Development Act of 1968 and Article 15-A of the New York State Executive Law concerning criteria for contractor MBE/WBE Participation. The City of Rome reserves the right to reject any and all bids determined in the City’s sole discretion not to be in the best interest of the City.
