Summary of Specifications:
The purpose of this Request for Proposals, or RFP, is to solicit responses from qualified environmental professionals to prepare Phase I Investigations on four identified brownfield sites in accordance with the ASTM Standard E1527-00. The primary objective is to advance and facilitate the marketing of these sites in order to achieve appropriate mixed-use redevelopment. With funding assistance from the New York State Department of State, the City of Rome is in the final stages of completing a BOA Step 1 - Pre-nomination Study. As identified in the workplan, the City of Rome is seeking a qualified environmental professional to prepare up to five Phase I Environmental Site Investigations (ESAs) in accordance with the ASTM Standard E1527-00. Based on preliminary field observations, parcel history and data, current site use and environmental impact information found in the DEC bulk storage and active spill sites databases, over 100 parcels were identified as potential brownfield sites for the Erie Boulevard Corridor and Martin Street Gateway BOA in Rome, NY. From among those, four strategic sites along West Dominick Street and on Martin Street have been identified on the basis of geography, visibility, and immediate development potential.
