Summary of Specifications:
Bids shall be accompanied by cash, certified check or bid bond in the amount of five percent (5%) of the bid, payable to the order of the City Clerk, City of Rome, New York.

THIS PROJECT IS BEING CARRIED OUT THROUGH THE USE OF NEIGBHORHOOD STABILIZATION PROGRAM FUNDS AWARDED TO THE CITY OF ROME BY THE NYHOMES. CONSEQUENTLY, SECTION 3 REGULATIONS WILL APPLY. SECTION 3 REQUIRES THAT TO THE GREATEST EXTENT FEASIBLE, OPPORTUNITIES FOR JOB TRAINING AND EMPLOYMENT BE GIVEN TO LOWER INCOME RESIDENTS OF THE SECTION 3 AREA AND CONTRACTS FOR WORK IN CONNECTION WITH THE SECTION 3 COVERED PROJECT BE AWARDED TO BUSINESS CONCERNS WHICH ARE LOCATED IN OR OWNED IN SUBSTANTIAL PART BY PERSONS RESIDING IN THE SECTION 3 AREA. THE SUCCESSFUL BIDDER(S) WILL ALSO BE REQUIRED TO IMPLEMENT THIS POLICY TO THE FULLEST EXTENT POSSIBLE THROUGH THE AWARD OF A SUBCONTRACT(S) TO QUALIFIED SECTION 3 BUSINESS CONCERNS. THE SUBCONTRACT(S) DOLLAR AMOUNT(S) SHOULD BE EQUAL TO OR GREATER THAN TEN PERCENT OF THE PRIME CONTRACT AMOUNT.
ADDITIONALLY, WHERE IN THE PERFORMANCE OF THIS PROJECT'S WORK ITEMS IT WILL BE NECESSARY FOR THE SUCCESSFUL BIDDER(S) TO INCREASE THEIR WORK FORCE BEYOND PRESENT MANPOWER LEVELS, PREFERENCE IN EMPLOYMENT AND TRAINING MUST BE GIVEN TO THE ABOVE STATED QUALIFIED LOW INCOME RESIDENTS. THIRTY PERCENT OR GREATER OF THE AGGREGATE NUMBER OF NEW POSITIONS MUST BE GIVEN TO QUALIFIED LOW INCOME RESIDENTS. THE CITY ALSO ENCOURAGES THE PARTICIPATION OF MBE / WBE(S) IN THIS PROJECT THROUGH THE AWARD OF SUBCONTRACT (S) BY THE SUCCESSFUL BIDDER(S) TO QUALIFIED MBE / WBE CONCERNS. THE MBE / WBE SUBCONTRACT (S) DOLLAR AMOUNT SHOULD BE EQUAL TO OR GREATER THAN TEN PERCENT OF THE PRIME CONTRACT AMOUNT.

A Pre-Bid meeting will be held 10:00 A.M. Friday, July 23, 2010 at Rome City Hall in Common Council Chambers. Following the meeting, Bidders will be invited to tour the project site. All questions concerning the Bid Documents are to be submitted in writing or email to the purchasing office by Monday, July 26, 2010 before 3:00 P.M. Bid Proposal Form, Bid Itemization Form, Proposer’s Warranty Form, Responsible Bidder Form, Non-Collusive Statement, M/WBE Utilization Plan, and Bidder Checklist must be returned with each proposal.
This proposal must be returned to Rome City Clerk’s Office, First Floor, Rome City Hall, 198 N. Washington St. Rome NY 13440 by: July 28, 2010 at 3:00 PM. The proposals will then be publicly opened and read at 3:00 PM.
The Rome Neighborhood Stabilization Program is funded through NYHomes. All components of this project are subject to HUD Section 3 and Article 15-A Criteria for Contractor MBE/WBE Participation. The City of Rome Reserves the right to reject any and all bids determined not to be in the best interest of the City.
