NOTICE TO BIDDERS
Sealed bids for North Ferry Street Sewage Pump Station Flood Mitigation Improvements at City of Schenectady, New York will be received by the City of Schenectady (the “Municipality”), at the City Clerk’s Office, Room 107, 105 Jay Street, Schenectady, New York 12305-1938 until 10:30 a.m. and will be opened and read at 11 a.m. local time, July 31, 2019 when they will be publicly opened and read. Each bid must be prepared and submitted in accordance with the Instructions to Bidders and must be accompanied by Bid Security in the form of a certified check, bank check, or bid bond in the amount of five percent (5%) of the total amount of the bid.
No later than forty-five (45) days after the bid opening, the Municipality shall accept bids or reject all bids. After the bid opening, a bid may not be withdrawn prior to the date that is forty-five (45) days after such bid opening. The Municipality reserves the right to reject any or all bids, and advertise for new bids, if in its opinion the best interest of the Municipality will hereby be promoted.
CDBG-DR FUNDED PROJECT
The Municipality seeks construction of The North Ferry Street Sewage Pump Station Flood Mitigation Improvements, Four Contracts (General, HVAC, Plumbing, and Electrical) for which architectural and engineering design have been completed.
This project is being financed with U.S. Department of Housing and Urban Development (“HUD”) Community Development Block Grant-Disaster Recovery (“CDBG-DR”) funds administered by the NYS Governor's Office of Storm Recovery (“GOSR”). Attention of bidders is particularly called to Section 3 requirements,[1] M/WBE goals, Federal labor standards, Federal and State prevailing wage rates, online reporting requirements using Elation System, Inc. and other requirements included in the GOSR Supplementary Conditions for Contracts. Minority and Women Owned Business Participation Goals
In accordance with Appendix D: EFC Program Requirements and Bid Packet for Construction Contracts Part 2, Article III, the following goals for MWBE participation on this project have been established at:

PROJECT COMPLETION
The Work will be substantially completed on or before October 20, 2020 and completed and ready for final payment on or before December 21, 2020.
PROJECT SPECIFIC LIQUIDATED DAMAGES
Liquidated damages will be assessed for each day of delay of the contract in the amount of $2,500.

“Contract Documents” has the meaning set forth in Article 1.1 of the General Conditions herein.
Starting on the advertisement date, complete sets of the Contract Documents and bidding envelopes may be obtained from the City of Schenectady, via BidNet at https://www.bidnetdirect.com/new-york/city-of-schenectady in accordance with the Instructions to Bidders. Contract Documents must be obtained via BidNet in order to be placed on the official Plan Holders List, receive Addenda and other Bid correspondence. Bids received from Contractors other than those on the official Plan Holders list may not be accepted.

BONDS
The successful bidder will be required to furnish a Performance Bond and a Payment Bond in the statutory form of public bonds required by Section 137 of the State Finance Law, each for one hundred percent (100%) of the amount of the Contract.

A pre-bid meeting will be held at City Hall, 105 Jay Street, Schenectady, New York 12305-1938 on July 17, 2019 at 9:00 a.m.
The Council reserves the right to reject any and all submissions.
