RFP-438 - AFFORDABLE HOUSING ORDINANCE AMENDMENTS: MARKET IMPACTS AND ANALYSIS

The City of Yonkers (hereinafter referred to as “the City”) in coordination with the Office of the City Council is seeking proposals from qualified firms and individuals (“the Consultant”) for a consultant or team of consultants to evaluate its existing Affordable Housing Ordinance (“AHO”), with the goal of providing recommendations to modify the existing AHO.  The City is in the formative stage of assessing and evaluating the current AHO and proposed amendments thereto.  The purpose of the AHO is to ensure the production of new affordable housing in conjunction with the creation of new market rate housing.  The Consultant will examine and analyze the City’s existing AHO and the various proposed amendments to the AHO to assess the impact the proposed changes may have upon the production of new market rate and affordable housing in Yonkers.  The analysis will provide market based information that will assist the City in decision-making regarding the adoption of changes to the AHO.  Also, the Consultant will provide an educational and briefing component to decision makers and the public regarding the New York Metro – Yonkers housing market and the effects of the AHO upon the market.  The Proposer shall demonstrate expertise and broad experience in housing and development analysis in the NY Metro market with particular expertise in residential multi-family development. The RFP is open to all Consultants who can satisfy the requirements stated herein, and who are available to do business in New York State.  The successful Consultant will assist the City with conducting a comprehensive Affordable Ordinance Amendment Study and Market Analysis.
