RFP-445 - Computer Aided Dispatch, Records Management, Mobile Data System Implementation

The City of Yonkers (“COY” or the “City”) is requesting Proposals from qualified firms in order to acquire an extensive Public Safety platform for its Police Operations that, in addition to replacing a Computer Aided Dispatch (“CAD”) and Records Management system (“RMS”), provides real-time intelligence in the Command Center to assist in operations.  This platform should be capable of monitoring real-time alerts from a variety of devices, accessing video feeds when necessary, and enabling the sharing of real-time data among the systems that will sit on this platform. This project will result in the replacement of existing technology to vastly improve the reliability, functionality, and business processes related to CAD, RMS, and Mobile Data Systems (“MDS”).

The platform needs to be able to join all the City’s real-time location-based data in both table and map format (ESRI) and the platform needs to be web-based, accessible through a browser on a computer, tablet or smartphone, with extensive security protocols to both enable directed data as well as secured data.  The map format element of the system needs to be ESRI-based and must be able to incorporate “layers” and shape files from the City’s enterprise GIS system.
