SCOPE OF WORK:
The City of Yonkers (the “City”) Department of Public Works is seeking a Water Systems Operator and Maintenance Specialist (the “Specialist”) to provide on-call Construction Management & Construction Oversight Consulting Services. The Specialist will assist the Department in overseeing the Construction Management of Water Bureau Capital Projects. This assistance will allow Water Bureau Administrative Staff to focus on the daily operational requirements of the City’s Water System and to save on overall Consulting Engineer Construction Administrative and Management Project costs. The Specialist will report directly to the Commissioner of Public Works (the “Commissioner”) and his staff and provide status reports as requested by the Commissioner.
Work is to be performed off-site and on-site as necessary.
The City is the owner of all plans supplied to the Specialist and all derivative works produced by Specialist from its data.
The Specialist acknowledges that it has no rights in any of the documentation related materials or any modification thereof except with respect to the use of the same during the term of this Agreement. Upon termination, the Specialist shall provide the City with all copies of the Specialist’s work.
Job Responsibilities:
Provide Construction Management and Construction Oversight as needs arise on Water Bureau Capital Projects. Provide office coordination with contractors, City, and design engineers during construction phase. Attend meetings with City staff and contractors. Conduct pre-construction meetings with contactors and City and prepare meeting minutes. Review and comment on contractor shop drawings and submittals to ensure they meet the Project’s design specifications. If needed, discuss submittals with design Engineer. Approve submittals. Provide field coordination with Contractors and City during the construction phase. Perform construction inspection to check conformance with design plans, Moving Traffic Plans, OSHA safety standards and check contractor progress. Review and certify contractor’s payment applications for accuracy and content in accordance with Contractor’s Bid Schedule and submit to City for payment. Manage project timeline and ensure project milestones are completed on-schedule and within budget. Discuss and clear all change orders with the City. Perform interim and final inspections with the City and prepare remaining work and final punch lists. At the end of project, submit marked up drawings with changes so the “As Builts” will reflect changes. During down times, assist the Water Bureau GIS Specialist in digitizing the remaining new development plans into the Water Bureau’s digitized mapping system. The number of hours worked per week will be project dependent.
Job Requirements:
Experienced in working and supervising Contractors in Projects related to the treatment, operation and distribution of a 1B Water System. Graduation from a regional accredited College with a degree in the natural / environmental sciences, or related field. Holds a minimum of a 1B & D NYS DOH Water Operator certification with a minimum of 15 years supervising the operation and maintenance of a 1B Water System.

AWARD DETERMINATION:
All submitted applications will be reviewed and evaluated by the City. The City reserves the right to interview applicants prior to award as well as to waive the interview process altogether if the City believes interviews are not necessary in determining award.
The awarded Specialist will be required to execute the City’s standard Professional Services contract in a form substantially similar to that which is attached to this RFQ. If the applicant takes exception (modifications, deletions, or additions) to any section of the agreement, those exceptions must be clearly stated in a separate attachment at the time of quote submission. The City of Yonkers reserves the right to reject any quotation based upon exceptions to the Professional Services contract. The City’s standard form of contract for Professional Services has been uploaded as a separate, additional attachment on BidNet.
CONTRACT TERM:
The anticipated term of this contract is 12 months with the option to extend for three additional 12-month periods at the same rates, terms, and conditions.
