THIS REQUEST FOR COMPETITIVE OFFER (RFCO) IS A FORMAL BID WITH A BEST VALUE
BASIS OF AWARD WHICH MEANS THAT THE LOWEST PRICE MAY NOT BE THE
DETERMINING FACTOR IN THE AWARD. PLEASE REVIEW THE BEST VALUE EVALUATION
SECTION OF THIS RFCO FOR THE CRITERIA THAT WILL BE CONSIDERED IN MAKING THE
AWARD AS WELL AS REVIEW THE BEST VALUE EVALUATION PROCESS SECTION AND THE
BEST VALUE AWARD SECTION FOR ADDITIONAL INFORMATION.

The County of Dutchess has a need for qualified and experienced agencies to provide Personal Care Level I
(housekeeping/chore) and Personal Care Level II (personal care/homemaking) services to EISEP/CSE Title IIIE eligible elderly clients referred by Dutchess County Office for the Aging (OFA) in compliance with the
standards of the Expanded In-Home Services to the Elderly Program (EISEP). The state regulations for EISEP
are attached to this document as Attachment D
