The County seeks proposals from qualified firms to develop a strategy for the phased electrification of its bus system and assess how this transition will benefit identified AoPP areas and HDCs. For this RFP, electrification means transitioning from a diesel bus fleet to an electric bus fleet, along with the needed infrastructure improvements to facilitate that transition. The Consultant must present and compare both electrification options (battery and hydrogen fuel cell), complete an analysis of the DCPT fleet, garage, and services, and develop a prioritized, step-by-step implementation plan to guide the County’s possible transition to electric buses. This implementation plan must consider the needs of disadvantaged populations and identify any disparate impacts on them because of the transition to an electric fleet.
The implementation plan will clearly outline the needs and requirements to electrify the bus fleet, including an evaluation of the existing electrical capabilities of DCPT facilities, the need for and location of on-road charging/hydrogen fueling locations, and a prioritized plan for coordinating and timing these
upgrades to support the transition to electric buses. This study will include fixed-route and demandresponse vehicles. It will not include maintenance and supervisory vehicles.
