1. The County of Orange is seeking proposals from qualified firms for the performance of certain collection services on behalf of its skilled nursing and rehabilitation facility, The Valley View Center for Nursing Care and Rehabilitation, as more fully described in the Specifications portion of this RFP.
2. Valley View is a 360-bed facility that provides both long-term care and short-term rehabilitation services to its residents. The payor sources for services provided by Valley View include Medicare, Medicaid, HMO, private insurance, Medicare HMO, and private pay.
3. Valley View’s Accounting Department sends monthly statements of account detailing charges accrued or Net Available Monthly Income (“NAMI”) due depending upon resident type/payor source. Typically, if no monies or communications are received on a given account receivable within ninety (90) days of such monthly statement, the Accounting Department will commence certain collection efforts including, but not limited to, administration intervention. If such efforts prove unsuccessful, the delinquent account receivable is typically referred for collection services. Certain accounts receivable, identified by the Accounting Department as particularly problematic from a collection standpoint, may be referred at an earlier stage (i.e., before ninety (90) days have elapsed or prior to the undertaking of internal collections efforts).
4. As of the date this RFP was issued, Valley View has approximately 150 delinquent accounts receivable in various stages of collection activity. This number is provided for informational purposes only – the actual number of delinquent accounts receivable may increase or decrease during the term of a contract resulting from this RFP.
