RFP-DOF06-10 - Hotel / Motel Occupancy Tax Audit Services

Summary of Specifications:
This Request for Proposals ("RFP") seeks Proposals from qualified Vendors (CPA firms) to provide auditing services for the County’s Hotel/Motel Occupancy Tax. This qualified Vendor (or Firm) must adhere to generally accepted accounting methods and principles. The County is seeking Proposals for individual operator audits to consist of the following: • The Firm will provide auditing services to the County in the form of verifying the accuracy of hotel and motel occupancy quarterly tax returns that are submitted to the Finance Department as required by Local Law Number 13 of 2009 which is annexed hereto as Exhibit “A” and incorporated by reference as is fully set-forth herein. • A representative of the Firm shall work with a representative of the County’s Finance Department to determine the priority of the records to be audited. • Upon completion of each Audit, the firm will prepare a written report. The written report shall summarize the Firm’s findings, as well as its underlying methodology and assumptions. The firm will further document its approach and work product. • The Firm shall submit the aforesaid report to the Orange County Finance Department no later than 45 days after the completion of the audit. • The County will become the sole owner of the work product developed by the vendor while they are performing their contractual obligations pursuant to this Agreement.
