The County of Orange (“County”) seeks a Statements of Qualifications (“SOQ”) from qualified, experienced Architectural/Engineering firms (each, an “Offeror” and collectively, the “Offerors”) for the Project Development Phase of the Schunnemunk Trail Project (“Project”) – limited to the portion extending from the southwesterly side of Craigville Road in the Town of Blooming Grove to the Moodna Trestle in the Town of Cornwall. This project is funded with Federal Transit Administration (“FTA”) Section 5307 Urbanized Area Formula Grants and knowledge and understanding of the applicable statutes, regulations, FTA Circulars and other guidance, including, but not limited to, Circular 5010.1E (Award Management Guidance), Circular 4710.1 (Americans with Disabilities Act Guidance), Circular 4220.1F (Third-Party Contracting Guidance), FTA Project and CM Guidelines and the FTA Construction Management Handbook, is required.
