RFP-EFS-001-2014 - Professional Management and Supervision Services for the OCSD1-STP

Summary of Specifications:
The County of Orange is soliciting a long term contract with a qualified firm (hereafter referred to as “Offeror”) to provide professional management and supervision services for the daily operation and maintenance of the Orange County Sewer District No. 1 – Harriman Sewage Treatment Plant as further described herein. A long term arrangement of up to twenty (20) years is sought to take advantage of private sector efficiencies and management approaches to reduce costs, provide continuity of service, improve efficiencies, meet capital investment needs and to achieve and maintain regulatory compliance.
