RFP-PLA03-24 - Scheduling and Dispatching Software

The Orange County Department of Planning and Development is looking to implement a system of Computer Aided Dispatch / Automated Vehicle Location (CAD/AVL) across its public transit system, known as Transit Orange. Consisting of nine (9) demand-response Dial-A-Ride systems, three (3) fixed route systems, and a corresponding ADA complementary paratransit, Transit Orange is a decentralized conglomerate of transit systems spread throughout Orange County. Through the implementation of CAD/AVL across Transit Orange, Orange County aims to accomplish the following goals and objectives:

1. Increase System Cohesion: With all operators using a single software system, there will be increased opportunities for interaction and coordination between Transit Orange systems, which currently function independent of one another.
2. Increase Provision of Passenger Information: Passengers will have the ability to know, in real time the status of their bus and what the implications are for departure and arrival times.
3. Position Transit Orange to Meet the Needs of Future Riders: By making use of new and innovative technologies, especially related to how passengers book trips and interact with public transit, Transit Orange will be well-positioned to improve passenger accessibility to available transit services and fill technology gaps vocalized by users.

1. Implement a web-based application that will schedule demand response trips more efficiently and effectively with the intent of increasing passengers per service hour.
2. Improve staff and management’s ability to record, collect, organize, monitor, and respond to information generated by system operations, such as trip performance, scheduling statistics and real-time vehicle locate, communication and data capture.
3. Streamline and simplify the collection, accuracy, and generation of information required for National Transit Database (NTD) reporting, State Operating Assistance (STOA), and other requirements for grant reporting.
4. Implement technology in phases, if necessary.
