Description

The County of Rockland Department of Health is considering the issuance of a Sole Source award to Hi Tor Animal Care Center, Inc. to provide for the provision of animal control services, animal shelter and other medical related services to the County’s domesticated animals.

This award may be made on a sole source basis in accordance with the Rockland County Procurement Policy.

The contract fills a need for animal control services is to ensure:

Public health and safety for stray and potentially dangerous animals found wandering at large
Prevent the spread of infectious diseases (i.e. rabies) to both humans and other animals.
Keep animals from being hit by cars or picked up by individuals who would cause physical harm and or use them as bait in illegal dog fighting rings.
Curb the stray animal overpopulation by providing spay/neuter services

Program Goals and Services include, but are not limited to:

Provide safe and humane haven for all domesticated animals in Rockland County including, medical care, rehabilitation and training of the abused, neglected and abandoned domesticated animals. Provide low-cost spay/neuter services as to stray domesticated services as well as offer these low-cost rates to citizens of Rockland County in order to reduce the pet overpopulation and the spread of zoonotic diseases.

Maintain a clean, safe haven shelter for stray and /or unwanted animals
- Maintain staff, equipment and supplies to humanely care for animals within the shelter
Schedule regular adoption events, monthly adoption specials, continued training and behavior modification of animals in need.
Electronically maintain a record of animals and participants services of adoption
Schedule monthly low-cost spay/neuter clinics for the animals and offer to members of the public and their pets

This notice is issued for informational purposes only and is NOT a request for competitive quotes.

Any non-profit agency that believes they are qualified to provide the services detailed above and is ready, willing and able to provide the services; shall respond to this notice no later than 3 PM on April 11, 2019 (15 days after advertisement) of this announcement. The response should provide specific details regarding the agency’s interest in providing such services as well as their prior experience in providing the same or similar services. In addition, the response should detail the agency’s connections to the Rockland County community.

Organizations submitting a proposal must meet the following requirements:

Be a 501 (c)3
Have a successful history of providing related animal control services
Be governed by a Board of Directors
Be up-to-date with all IRS filings
Be up-to-date with all NYS filings
Have a 2017 budget with Board approval
Be fiscally sound
Have a Non-discrimination Policy
Have a Conflict of Interest Policy
Maintain program records for the purpose of an audit and provide to the County all program-related information including proprietary materials, upon request
Submit quarterly and year end reports, including attendance lists for each group activity, and log sheets for clients served
Be available for on-site visits, announced and unannounced
