However, during site visit if any deficiencies are noticed, firm shall submit deficiency in writing to the purchasing department for review by the Facilities Management Department and a determination as to whether repair needs to be included in specifications. If the County determines that deficiency needs to be added to specifications an addendum will be issued and included. The County shall be the final decision as to whether there is an actual deficiency
