PURPOSE OF REQUEST FOR PROPOSAL (RFP)
The purpose of this request for proposal is to enter into a contract with a qualified professional firm to Develop, Maintain and Host the Rockland County GIS Portal as specified. It is anticipated that this RFP may result in a contract award to a single contractor.
This RFP is designed to provide interested offerors with sufficient basic information to submit proposals meeting minimum requirements but is not intended to limit a proposal's content or exclude any relevant or essential data. Offerors are at liberty and are encouraged to expand upon the specifications to evidence service capability under any agreement.
BACKGROUND
In early 2007 Rockland County, under the direction of the Department of Planning, began an effort to find ways to make GIS products more readily available to local professionals and to the public. The County began looking at online portal solutions that would create a centralized repository making GIS data and applications available 24/7.
Since 2008, the County has hosted, via a contractor, a GIS Portal solution making PDF maps, GIS data layers and interactive mapping applications available to the general public. The current GIS Portal can be found at the following link: https://geopower.jws.com/rockland/.
CURRENT MAPPING SOLUTION
Rockland County currently utilizes ESRI’s ArcGIS 10.3 platform including ArcGIS Desktop, ArcSDE and ArcGIS Server. Existing data and application solutions will be made available to the selected Vendor via a digital data license agreement.
All feature classes and map services utilized on the GIS Portal are developed and maintain by Rockland County on its own internal ESRI 10.3 environment. Once development of these feature classes and map services are tested “in house”, these feature classes and map services are delivered to the portal host for deployment on a staging server. Once the deployment on the staging server is successful the applications are then migrated to the live environment.
