The County of Rockland is considering the issuance of a Sole Source award to Rockland Opportunity Development Association, Inc. (RODA), (“the Provider”), for the provision of information and referral services to residents of Rockland County. Funding amount is contingent on the adoption of the County of Rockland 2021 Annual Budget. As such, the final funding amount may differ from the estimated amount provided in this notice.
TERM: January 1, 2021- December 31, 2021
This award may be made on a sole source basis in accordance with the Rockland County Procurement Policy.
Program/Services shall include the following services:
Unit 1. Information and Referral Services.
A minimum of 3,020* unduplicated eligible² individuals and/or families** will receive Information and Referral services or assistance with screening and/or applying for government benefits programs.
Provider shall conduct a needs assessment for individuals and/or families seeking information and referral services.
Assist individuals and/or families to screen for eligibility and assist them to complete applications for government benefits programs.
Assist individuals and/or families with navigating government healthcare programs.
Provide information and answer questions regarding available resources for County, State and Federal programs and services.
Make appropriate referrals and connections to appropriate government or and/or other agencies.
Provide comprehensive, culturally competent, and linguistically appropriate services to low-income individuals and/or families who face language, cultural, financial and/or systemic barriers.
Provider will refer clients, as appropriate, to the New York State's MyBenefits website, to inform them about various assistance programs and supportive services
Demonstrated successful experience providing the above services to eligible individuals and families by records indicating Performance Target Outcomes have been met.
Program Goals and Services for above include, but are not limited to:
- A minimum of 3,020* unduplicated eligible² individuals and/or families** will receive Information and Referral services or assistance with screening and/or applying for government benefits programs
*If any of the above-referenced minimum required numbers and dates are not met during the contract term, the contract amount will be reduced proportionally.
²Client eligibility criteria ensuring service to verified eligible, low-income individuals in the specified communities; Low Income standard is met when individuals are recipients of public assistance or at or below 200% of the Federal Poverty guidelines. Low-income must be verified for individuals claimed under this contract and this verification must be included with supporting documentation.

Provider will maintain and submit detailed records indicating all Performance Target Outcomes and contract requirements have been met throughout contract term to DSS upon request
Provider must ensure that its information, and all updates, are provided to and contained on the “2-1-1- database system” ; [2-1-1 is a program of United Way in the Hudson Valley]. Within thirty (30) days of contract execution the Provider will complete and submit to Hudson211 the “211 Agency Profile Form”, which can be accessed via the following link: www.hudson211.org/cms/contact.
Provider must include a written attestation that it will be delivering one or more of the following services to all of its clients, as applicable, under the resulting contract:
- Child Welfare Services (services to protect and promote the welfare and safety of all children, including individuals with disabilities; homeless, dependent or neglected children)
- Family Preservation Services (services for children and families designed to prevent harm to children and help families at risk or in crisis)
- Family Support Services (community-based services to promote the well-being of children and families designed to increase the strength and stability of families and enhance child development)
Any non-profit Provider that believes they are qualified to provide the services detailed above and is ready, willing, and able to provide the services; shall respond to this notice no later than 3PM on December 10, 2020 (14 days after advertisement) of this announcement. The response should provide specific details regarding the Provider’s interest in providing such services as well as their prior experience in providing the same or similar services. In addition, the response should detail the Provider’s connections to the Rockland County community.

Organizations submitting a proposal must meet the following requirements:
- Must have a New York State Office of Temporary and Disability Assistance myBenefits computer equipment on the premises
- Demonstrated Successful Experience providing the above services to eligible individuals and families by records indicating Performance Target Outcomes have been met
- Services must be provided in 2 separate locations in Rockland County and be able to serve Monsey and Spring Valley communities
- Must be accessible by public transportation
- Must have multi-lingual staff for these programs
- Above services must be available a minimum of 32 hours per week
- Be a 501 (c)3
- Be governed by a Board of Directors
- Be up-to-date with all IRS filings
- Be up-to-date with all NYS filings
- Have a 2021 budget with Board approval
- Be fiscally sound
- Have a Non-discrimination Policy
- Have a Conflict of Interest Policy
- Provide a copy of agency’s most recently filed 990 IRS Form
[*must be provided before any contract will be issued for 2021]
- Submit quarterly vouchers and year-end reports, together with, but not limited to, the following data and/or documentation: log sheets specifying the names/partial names, addresses and/or phone number for each individual/family served, case number, referral made, and notes that clearly the indicate the assistance provided to each individual/family served and the date of service. If duplicates are identified another qualifier (i.e. address, complete name, etc.) will be requested and must be provided to confirm that I&R has been provided to unique individuals. Families will only be counted as one unduplicated client if the same service is provided to the entire family.
- Quarterly Vouchers, which may only include expenses for the respective quarter, that are not supported by the proper documentation and/or not provided to RCDSS within thirty (30) days of the end of each quarter, or within 14 (fourteen) days of request by RCDSS, will not be considered for payment by RCDSS.
- Maintain program records for the purpose of an audit and provide to the County all program-related information including proprietary materials, upon request
- Be available for on-site visits, announced and unannounced

A determination by the County not to compete the proposed contract is solely within the discretion of the County.
