PROPOSED SOLE SOURCE AWARD TO JEWISH FAMILY SERVICE OF ROCKLAND COUNTY, INC. FOR SOCIAL SKILLS PROGRAM FOR YOUNG ADULTS WITH AUTISM OR RELATED DISORDERS - $42,750
The County of Rockland Department of Mental Health is considering the issuance of a Sole Source award to Jewish Family Service of Rockland County, Inc. for the provision of a Social Skills Program for young adults with Autism Spectrum Disorder, Social Communication Disorder, Attention Deficit Disorder or Social Anxiety.
This award may be made on a sole source basis in accordance with the Rockland County Procurement Policy.
SCOPE
Social Skills Program designed for young adults, ages 15-27, who are preparing to graduate from high school or who have aged out of school. This program is geared towards individuals who have been previously diagnosed with Autism Spectrum Disorder, Social (Pragmatic) Communication Disorder, Attention Deficit Disorder or Social Anxiety.
PROGRAM SERVICES AND GOALS
- Teach and help develop appropriate social skills in young adults which promote independence, friendship and healthy living. The focus of the program is to help the participant make a smooth transition from high school to work and/or higher education. Within the group modules participants will have the opportunity to discuss and process issues relating to, but not limited to, leaving the high school setting, dealing with life-stage changes, continuing school versus working, self-awareness, people skills/proper manners, time management skills, interviewing for a job, getting along with coworkers/conflict management, being independent (doing laundry, money management, etc.) and continuing relationships/dating.
- This group therapy program will run year-round and will meet for one hour per week. The group will be broken down into smaller modules (themes) in order to give group members some structured topics while also allowing for them to bring in topics they feel are important during a given week. Some group sessions will take place on campus where the focus is on process and learning a skill. Other group meetings will take place in the community to help participants practice learned skills in a more generalized setting.
The estimated number of persons to be served in 2021 is 25.
Total Contract Amount: $42,750.00
Term: January 1, 2021 – December 31, 2021
This notice is issued for informational purposes only and is NOT a request for competitive quotes.
Any non-profit agency that believes they are qualified to provide the services detailed above and is ready, willing and able to provide the services; shall respond to this notice no later than 3 PM on September 16, 2021 (15 days after advertisement). The response should provide specific details regarding the agency’s interest in providing such services as well as their prior experience in providing the same or similar services. In addition, the response should detail the agency’s connections to the Rockland County community.

Organizations submitting a proposal must meet the following requirements:
- Be a 501 (c)3.
- Have a successful history of providing Autism Spectrum services.
- Be governed by a Board of Directors.
- Be up to date with all IRS filings.
- Be up to date with all NYS filings.
- Have a 2017 budget with Board approval.
- Be fiscally sound.
- Have a Non-discrimination Policy.
- Have a Conflict of Interest Policy.
- Maintain program records for the purpose of an audit and provide to the County all program related information including proprietary materials upon request.
- Submit quarterly and year end reports, including number of persons served, service units and results of performance outcomes, as required.
- Be available for on-site visits, announced and unannounced.
A determination by the County not to compete the proposed contract is solely within the discretion of the County.
