The County of Rockland Department of Social Services (RCDSS) is considering the issuance of a Sole Source award to MST Services for the provision of Multi-Systemic Therapy (MST), for the continuation of training for the team of 4-6 employees, and their supervisor(s) from the RCDSS Children’s Services Unit.
This award may be made on a sole source basis in accordance with the Rockland County Procurement Policy.
TERM: One Year
Multi-Systemic Therapy (MST) is an evidence-based intensive family and community-based treatment program that addresses all environments that impact high risk youth homes and families, schools and teachers, neighborhoods and friends. MST can address delinquent/antisocial behaviors, substance use, mental health diagnoses and child abuse/neglect by addressing the core causes. The average length of treatment is between 3 and 5 months, and therapists/provider agency’s outcomes are analyzed to ascertain positive outcomes.
Multi-Systemic Therapy (MST), Clinical Supervision and Training
Provide clinical supervision and training to a team, which includes 4-6 employees and their dedicated Supervisor(s).
Train a Team of 4 to 6 Department of Social Services employees in Multi-Systemic Therapy (MST) which shall include the following:
- Provide Program Support and Technical Support (includes shared booster training and QA Technical Support)
- Provide Supervisory convergence call and group consultation
- Conduct Data Collection (TAM, SAM, and CAM Data Collection Services)
- Provide Quarterly MST booster training to the Department of Social Services team.
- Provide Agency and Team Licenses. [Includes access to MSTI website for data tracking, access to MSTjobs.com website, licensing fees (paid by MST) to the Medical University of South Carolina for the use of the IP of MST,etc.]
MST Services LLC will provide MST program development, program support, training services, MST licensing and data collection and QA technical support as MST Services within Rockland County are planned, implemented and sustained. These services will be provided in a number of formats including video conferencing, phone calls, in person trainings / meetings and electronic formats.
Unlimited consultation regarding the following: program quality assurance and improvement; organizational/systems consulting addressing issues related to the program’s adherence to MST protocols or those that impact the quality of the MST program’s outcomes; program development assistance related to program expansion.
Up to three (3) Booster Training sessions in each year of operation.
Each Orientation Training is a 5-day orientation training.
The TAM collection services include a monthly phone call to each enrolled family to complete an adherence instrument about the therapist behavior during sessions. These instruments are entered into the MSTI database where they are scored and can be accessed by the supervisor of the team to support professional development of the MST Therapist demand. There are no reports that will be generated by the MSTI Call Center and delivered to your team but rather the relevant staff assigned to the program will be provided login access and can generate reports on demand when desired.
Target Population:
Rockland County Department of Social Services PART team will be the recipients of the above stated services. The PART team serves youth ages 12 to 17 years old, at risk of out-of-home placement due to antisocial or delinquent behaviors and/or youth involved with the juvenile justice system. Youth aged 10-11 may be considered if determined to be appropriate in consultation with the MST Expert.
Families of youth who are at risk and/or adjudicated Person In Need of Supervision (PINS), Juvenile Delinquent (JD), Adolescent Offenders (AO) and Juvenile Offenders (JO).

Any non-profit agency that believes they are qualified to provide the services detailed above and is ready, willing, and able to provide the services, shall respond to this notice no later than 3:00 pm on August 25, 2022 (14 days after advertisement) of this announcement. The response should provide specific details regarding the agency’s interest in providing such services as well as their prior experience in providing the same or similar services. In addition, the response should detail the agency’s connections to the Rockland County community.
