The County of Rockland Department of Economic Development and Tourism is considering the issuance of a Sole Source award to Rockland Center for the Arts (RoCA) to publicize the cultural advantages of the county by presenting visual, performing and literary arts.
This award may be made on a sole source basis in accordance with the Rockland County Procurement Policy.
TERM: January 1, 2022- December 31, 2022
The contract fills a need for a multi arts center:
As a multi-arts center, RoCA presents visual, performing, and literary arts. RoCA publicizes the cultural advantages of the county throughout the Lower Hudson Valley and metropolitan area through its website (www.rocklandartcenter.org) blog, social media, email blasts, direct mail, newspaper and magazine features, regional advertising, and other media outlets. RoCA is both a resource for the local community and a tourist destination for visitors from the tri-state area. RoCA’s mission includes providing opportunities for all people to experience and participate in the cultural life of our region.
RoCA offers exhibition-based art education to diverse audiences throughout the tri-state region.
RoCA is committed to providing contemporary art exhibitions, performances, special events and classes to engage individuals at all levels.
Target Population:
RoCA is committed to making its programs broadly accessible to all individuals regardless of age, gender, socio-economic status or other factors.

RoCA serves the entire Rockland community as well as the Lower Hudson Valley and tri-state region.
Service Delivery:
RoCA is the region’s most comprehensive multi-arts center. It offers a unique combination of exhibitions, including a distinctive sculpture park that is accessible to a wide range of audiences including tourists. RoCA offers studio art programs in fully equipped, professional spaces (adapted to meet COVID-19 protocols), summer art camp, panel discussions, concerts, artist talks and workshops with exhibiting artists. RoCA is a full-service organization with ongoing programs and exhibitions on view 7 days a week. RoCA also serves over 1800 underserved individuals through free outreach programs to the community. RoCA is the only full service, non-profit School for the Arts with free exhibitions, including a sculpture park in Rockland County.
RoCA’s experienced and well-trained professional staff employ best practices in presenting high quality contemporary art exhibitions and providing performing and literary arts events, a summer arts camp, and art education in a variety of well-equipped performance, gallery and studio spaces.
Goals:
RoCA works to inspire, educate, and enrich the community through a broad spectrum of exceptional and accessible art experiences. RoCA promotes providing opportunities for all people to experience and participate in the cultural life of our region. RoCA continues to create and promote art through its School for the Arts, exhibitions, workshops, summer art camps, literary and performing arts events. Our anticipated outcome is to serve over 22,000 people in 2022 through meaningful and expanded programming including exhibitions, studio classes, concerts, camps, collaborations, special events, the Catherine Konner Sculpture Park and outreach programs.
We continually seek to attract significant cultural and economic resources to Rockland County and are committed to working with the County and our fellow non-profit organizations to represent Rockland County as both a culturally rich community and tourist destination.
The funds will also be used to promote Rockland County outside of the county to attract tourists.

Any non-profit agency that believes they are qualified to provide the services detailed above and is ready, willing and able to provide the services; shall respond to this notice no later than 3 PM on March 24, 2022 (14 days after advertisement) of this announcement. The response should provide specific details regarding the agency’s interest in providing such services as well
as their prior experience in providing the same or similar services. In addition, the response should detail the agency’s connections to the Rockland County community.

Organizations submitting a proposal must meet the following requirements:
- Experienced in providing the same or equivalent services
- Be a 501 (c)3
- Be governed by a Board of Directors
- Be up-to-date with all IRS filings
- Be up-to-date with all NYS filings
- Have a 2022 budget with Board approval
- Be fiscally sound
- Have a Non-discrimination Policy
- Have a Conflict of Interest Policy
- Submit quarterly and year end reports, including attendance lists for each group activity
- Demonstrated sufficient successful experience providing the above services
- Be available for on-site visits, announced and unannounced
A determination by the County not to compete the proposed contract is solely within the discretion of the County.
