UPGRADE TO THE CURRENT ADACS4 ADVANCED DIGITAL AUDIO COLLECTION SYSTEM (ADACS) WITH SYSTEMS TECHNOLOGY CORP D/B/A SYTECH LOCATED AT THE ROCKLAND COUNTY DA TASK FORCE ($114,640.00)
The County of Rockland’s District Attorney’s Office and Department of General Services Purchasing Division intend to recommend the issuance of a Sole Source award to Systems Engineering Technologies Corporation for the upgrade to the hardware and software for current system. This purchase will be made on a sole source basis in accordance with Rockland County Procurement Policy and approval by the Rockland County Legislature.

The Contractor shall provide update of the system as follows: ADACS Server upgrades S-3001-01upg (Recorder Upgrades – 1 analog using existing card, 1 VOIP and 1 PRI using existing card) at $10,500.00; S-3001-01upg ADACS Server Archiver Upgrades with 3-16 bay SD to existing arrays at $10,500.00; S-301-03Upg ADACS Dual Monitor Upgrades with Office (twenty) at $45,000.00; Various Rack Equipment Upgrades (KVMs, UPS, Console, etc. at $10,500.00; Windows Domain Controller Server at $5,000.00 Windows Domain CAL’s (30) at $1200.00; S-3100-ASA5510 with URL Filtering at $4,940.00; S-3050-01 Installation and Testing at $16,500.00
The supply and install will allow uninterrupted operations to the current SYTECH Advanced Digital Audio Collection System (ADACS) system. This system is considered to be an interception, collection and preservation of spoken and written communications including landline and cellular telecommunications, facsimile exchange and packet data communications. The electronic platforms must be compliant with the requirements and formats mandated by the Communications Assistance for Law Enforcement Act of 1994 (CALEA).
Any proposed solution must guarantee that court-authorized electronic surveillance data will not be compromised; and that the operational effectiveness of local law enforcement agencies will not be hindered.
Systems Engineering Technologies Corporation is the only known source that will guarantee the integrity of existing data in the current proprietary software platform to an upgraded or new platform.
Any interested party should submit a statement of capabilities in sufficient detail to determine if the requirements of this notice can be met by AUGUST 8, 2019 prior to 3:00 PM. A determination by the County not to compete the proposed contract is solely within the discretion of the County. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive requirement.
