RFP-UC22-082 - HOMELESS HOUSING & ASSISTANCE PROGRAM (HHAP) CONSULTANT SERVICES

The County of Ulster (the County) invites qualified development firms to submit proposals to provide comprehensive development consultant services in applying to the New York State Homeless Housing Assistance Program (HHAP) for major funding for the renovations of Elizabeth Manor, an existing parcel and four-story building, built in 1920. If awarded, HHAP funding would allow a comprehensive renovation of this vacant building located at 21 Elizabeth Street in the City of Kingston (the Property) into emergency housing for families. The building has a prior use as a boarding house and a renovated building would provide at least 37 people housing as a New York State licensed emergency housing shelter for children and families. A future procurement process is anticipated to choose a provider that will operate the shelter. A future lease agreement is anticipated between the County and the provider. Operating funds are anticipated from shelter allowance monies as well as federal Temporary Assistance to Needy Families (TANF).
