Summary of Specifications:
The Ulster County Office of Employment and Training (OET), at the direction of the Ulster County Workforce Development Board, is requesting proposals for the design, administration, and operation and employer of record of a Youth Payroll Delivery System through this Request for Proposal (RFP). This RFP provides the general guidelines for the payroll system and the specific requirements for proposal reply. It is estimated that approximately $237,440.00 will be available for youth wages, payroll taxes and insurances to be disbursed, as well as an administrative fee to operate the system. NOTE THE AMOUNT CITED INCLUDES PAYROLL FOR A SUMMER YOUTH EMPLOYMENT PROGRAM AND A WIOA YEAR-ROUND YOUTH EMPLOYMENT PROGRAM, WITH $50,960.00 PLANNED ALLOCATION FOR YEAR-ROUND YOUTH EMPLOYMENT PROGRAM AND $186,480.00 PLANNED ALLOCATION FOR SUMMER YOUTH EMPLOYMENT PROGRAM. It is anticipated that no more than one program award will be made under this RFP. An informational conference for bidders will be held from 10:00 -11:00 am on Tuesday, February 23, 2016 at the Ulster County Business Resource Center, Room 511, Development Court, Kingston, to field questions and offer technical assistance in completing proposals.
