ADVERTISEMENT FOR BIDS HYDE PARK WATER DISTRIBUTION SYSTEM Springwood Village and Tan House Woods Road General Construction Contract RECEIPT OF BIDS: Separate sealed Bids on forms prepared by the OWNER will be received by the Dutchess County Water and Wastewater Authority until 1:00 PM (local time) Thursday, November 18, 2010 for the following contract: 1. Contract No. HPW-2010-02 – General Construction All submissions shall be in accordance with the Information for Bidders, Drawings, and Specifications prepared by Morris Associates Engineering Consultants, PLLC, Poughkeepsie, NY. Bids will be publicly opened and read aloud at 1:00 PM (local time) Thursday, November 18, 2010 at the offices of the Dutchess County Water and Wastewater Authority, 27 High Street, Poughkeepsie, New York. Bids will be reviewed and the Contract will be awarded within one hundred five (105) days of receipt of bids. Dutchess County Water and Wastewater Authority and the contractors it retains are subject to the provisions of Articles 5-A of the General Municipal Law (public contracts); Labor Law Article 220 (prevailing wage rate.); and Executive Law Article 15 and Labor Law Section 220-e (Equal Opportunity in Employment.) all employees and applicants for employment shall be afforded equal opportunity without discrimination. Successful Bidder will be required to submit a staffing plan to assure attainment of minority and women employment goals. NATURE OF PROJECT: The project consists of the installation, testing, flushing and disinfection of Class 52 cement lined ductile iron water pipe and appurtenances on Tan House Woods Road, Farm Lane, Red Barn Road and Apple Tree Drive in the Town of Hide Park, NY. Existing services will be connected to the new installation upon issuance of a Completed Works determination by the regulatory agency. Once all services are connected to the new installation, the existing lines will be disconnected from the supplying main and abandoned in place. Contractor will be responsible for restoration of unpaved and paved surfaces including pavement overlays on Tan House Woods Road and Farm Lane. The fee shall be in certified check, cash, or money order and be made payable to the Dutchess County Water and Wastewater Authority. MANDATORY PREBID MEETING: The Owner will conduct a mandatory, pre-bid meeting on Wednesday, November 3, 2010 at 10 AM local time at the Authority’s Office, 27 High Street, Poughkeepsie, NY 12601. All bidders desiring to respond to this solicitation must attend this meeting. Failure to attend this meeting and sign attendance roster will be basis to return any bid to a bidder not documented in attendance. BIDDERS QUALIFICATION STATEMENT: Bidders attention is called to Bidder’s Qualification Statement included with the Bidding Documents. Failure to submit completed Bidder’s Qualification Statement with the Bid is basis for Bid being determined as non-responsive. OWNERS RIGHTS RESERVED: The Dutchess County Water & Wastewater Authority, hereinafter called the OWNER, reserves the right to reject any or all Bids and to waive any formality or technicality in any Bid in the interest of the OWNER. STATEMENT OF NON-COLLUSION: Bidders on the Contracts are required to execute a non-collusion bidding certificate pursuant to Section 103d of the General Municipal Law of the State of New York. NYS PREVAILING WAGE RATES: Bidders’ attention is called that the project work falls under the NYS Public Work Prevailing Wage and Supplement determination which is included in the project documents. NYS DOL INELIGIBLE TO BID EMPLOYERS: Bidders’ attention is called to the list of employers ineligible to bid or be awarded any public work contract which is included in the project documents.
