The purpose of this Request for Proposal (“RFP”) is to solicit Proposals from qualified Vendors to provide medical, drug and alcohol testing services for an already established consortium and prospective employees operating commercial motor vehicles, on-site federal U.S. Department of Transportation (USDOT) and New York State’s Vehicle and Traffic Law Article 19-A physicals and Substance Abuse Professional (SAP) evaluations, and training for supervisors for ESBOCES. This consortium has approximately 1,000 employees who report to approximately 30 work locations throughout Long Island. Sample collection is to occur for all types of drug (random, follow-up, pre-employment, pre-duty reasonable suspicion and post-accident) and alcohol tests. Such testing must be accomplished in full compliance with the provisions of the Omnibus Transportation Employee Testing Act of 1991 (OTETA) as administered under the authority of the USDOT by the Federal Motor Carrier Safety Administration (FMCSA), which is referenced herein 49 CFR Parts 382, et. al. - Controlled Substances and Alcohol Use and Testing Rule and Proposed Rule. The selected qualified Vendor must be willing to tailor services to meet the specific needs of ESBOCES, with diverse operations and missions.
