Summary of Specifications:
Genesee County is requesting proposals for the following EAP services model for our employees and their families:
1. At least six (6) visits per issue of individual face-to-face or telephonic counseling for work/life issues including, but not limited to, the following: • Personal Counseling: Confidential, voluntary, short-term assessment and counseling sessions for employees and families experiencing life problems of any kind. The EAP will provide counseling for problems related, but not limited to: Stress; Family; Work; Grief; Tobacco, Alcohol & Drugs Substance Abuse Professional (SAP) services; Marriage & Divorce; Depression; Parent-Child Relationships; Child/Spouse Abuse; Aging; Eating Disorders; School; Gambling; Mental Health
• Financial services to assist with retirement planning, college savings plans, estate planning, wealth accumulation, budgeting and tax planning
Proper referrals will be made if more extensive counseling is needed or further counseling is needed, and the number of personal counseling sessions is exhausted.
2. Unlimited number of visits for workplace management consultation services including, but not limited to, intervention, assessment, referral, and ongoing consultation with managers, supervisors or employees regarding problems in the work place.
3. Consultation and case management regarding challenging work site problems such as harassment, conflict resolution, violence, work performance and change.
4. Referral Services (Telephonic and/or electronic) including but not limited to Child care providers, Elder care providers and resources, Financial counseling services
5. Legal aid services for such issues as divorce, child custody, civil lawsuits, traffic accidents, bankruptcy, landlord tenant issues, probate, and real estate issues 6 Worksite Educational Seminars and Training • Up to twelve (12) one hour educational workshops and/or training sessions conducted by a licensed experienced mental health professional – topics to be determined by County staff
7. Educational programs including training of State supervisory personnel on the use of EAP services and employee seminars.
8. Critical Incident Debriefing • On-site group and individual critical incident stress management counseling by a licensed experienced mental health professional within three (3) hours of County request, including after regular business hours.

9. Administrative services including employee communications
10. Reporting including, but not limited to, Program Usage.
