RFP 2013-114 - NG 911 PSAP Computer Telephony Integrated (CTI) Telephone System

Summary of Specifications:
SCOPE OF SERVICES: The project objective is to provide a new NG911 system that increases the effectiveness of 911 PSAP systems users and the public safety service level to the citizens. 

The intent of the specification is to provide Genesee County with a NG911 system at both the primary and backup PSAP’s. The system shall provide full voice telephony including 10 digit trunk, DID Centrex, internal extensions and TTY functionality. The NG911 System shall be capable of supporting future “Next Generation” capabilities without hardware replacement. 

The NG911 system shall be integrated with new Avaya BCM 450, or approved equal, at the Park Road site and at the backup Main Street site. This will provide voice communications to both buildings and connect to the County’s telephone network. 

The NG911 System shall seamlessly interface with the County’s new Harris Symphony Radio Console so that Dispatchers can access both the NG911 system and the County’s trunked radio system from a single keyboard keystroke and/or mouse click on multiple screens. 

The successful contractor will serve as the overall system integrator to provide for the operation of the Harris Symphony Radio application and NG911 application on a single dispatcher/call-taker console. 

The current system at the primary PSAP is a Vesta Pallas based on a Nortel BCM400 telephone switch serving (8) full console positions and two (2) phone only positions with “Failover” functionality. 

The proposed system shall allow the capability for both the main and backup sites to be fully operational at all times allowing call overflow at the main site to be processed at the backup site. 

All proposed NG911 Systems shall operate utilizing existing CAMA Trunks at their respective locations. The new NG911 system at the current PSAP will “Failover” to the backup site which will provide the same functionality at (5) positions. In the event of a total system failure at the Main Site, the Backup Center shall automatically become the Main Site without any interruption of service. The “Failover” functionality currently in place shall be maintained at Park Road and duplicated at the new Backup site.
