The Village of Hastings-on-Hudson ("Village") seeks to retain a qualified firm to provide consulting services for drainage improvements at North Broadway and the Zinsser watershed.
This Request for Proposals ("RFP") describes general information about the Village of Hastings-on-Hudson, the required scope of services, minimum qualifications, submission requirements and the selection process.
Note that firms certified as Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), and/or Service-Disabled Veteran-Owned Business Enterprises (SDVOB) are strongly encouraged to participate. All bidders must meet MBE goals of 15%. WBE goals of 15% and SDVOB goals of 6% as set forth in the Subrecipient Agreement referenced below on page 46.
The Village has acquired a grant under the Resilient Investments through Support and Capital (RISC) program from the Housing Trust Fund Corporation, represented by the New York State (NYS) Homes and Community Renewal (HCR) Office of Resilient Homes and Communities (ORHC), that is funded by a United States Department of Housing and Urban Development Community (HUD) Development Block Grant Disaster Recovery (CDBG-DR) allocation to NYS to support long-term recovery efforts in response to Hurricane Ida (FEMA DR-4615). The work undertaken under “Phase 001 Pre-Planning Activities” outlined in Section 2 “Scope of Work” will be in accordance with the standard requirements and conditions described in Attachment F: IDA Subrecipient Agreement (SRA) to this RFP that are applicable to contractors and subcontractors. This includes but is not limited to Sections “10(B) Subcontracting” and the MBE, WBE, SDVOB and other participation goals and reporting requirements outlined in Appendix 1 to the SRA.
