Description of Goods or Services to Be Bid:
Notice is hereby given, that sealed proposals are sought and requested for the purpose of entering into a contract with the County of Livingston, for the following: Replacement of Livonia Center Road Culvert over Kinney Creek Town of Livonia, Livingston County PIN 4BNY.34 / D036157. The Project Owner is the County of Livingston, 6 Court Street, Geneseo, NY 14454. The project involves the removal of the existing Livonia Center Road culvert over Kinney Creek and replacing it with a new precast concrete box culvert. The work also includes cast-in-place concrete wingwalls, placement of stone fill erosion/scour protection, guiderail installation and road reconstruction within the project limits. The foregoing is a general outline of work only and shall not be construed as a complete description of the work to be performed under this contract. All bids must be submitted on the blank forms provided in accordance with the specifications. Contract Plans and Documents may be viewed and downloaded on or after May 27, 2021 by registering with Bid Net Direct at www.bidnetdirect.com. Please note that it is the Bidder’s responsibility to obtain ALL bid documents on the Bid Net Direct website. Electronic files can be requested separately by contacting LaBella via the contact below. All requests will be processed within one (1) business day. Hard copies of the Contract Plans and Documents can be requested separately by contacting LaBella via the contact below. All requests will be processed within three (3) business days, with the option of coordinating a pickup time or requesting shipment. Hard copies will be sold for a purchase price of Seventy-Five dollars ($75.00) per set. An additional fee of ten dollars ($10.00) will be required for sets mailed to vendors. Overnight fees will be charged at cost plus a ten-dollar ($10.00) handling fee. Mailing and handling fees are non-refundable and must be paid for by separate check. All checks for the purchase of Contract Plans and Documents shall be made payable to the “Livingston County Treasurer”. Plans will also be available for review only, at the office of the Livingston County Highway Department, 4389 Gypsy Lane, Mount Morris, NY 14510.
Bids shall be accompanied by a Bid Security of not less than five percent (5%) of the amount of the Bid. Such Bid Security shall be submitted in the form of a Bid Bond (no certified checks made payable to the Owner). The submission shall be made with the understanding that the Bid Security shall guarantee that the Bidder will not withdraw their Bid for a period of forty-five (45) days after the scheduled closing time for the receipt of Bids: and that if their Bid is accepted, will enter into a formal contract with the Owner in accordance with the Form of Agreement; and that the required Performance and Payment Bond will be given; and that in the event of the withdrawal of said Bid within the said period of the failure to enter said Contract and give said bonds within ten (10) days after they have received notice of acceptance of the Bid, the Bidder shall be liable to the Owner for the full amount of the Bid Guarantee as liquidated damages to the Owner as a result of default of the Bidder. All bidders will be required to sign a statement of non-collusion, which is included in the project bid package. Construction of this project will be done in strict accordance with the New York State Department of Transportation (NYSDOT) policies, procedures, and Standard Specifications (U.S. Customary Units), latest edition, and all addenda in effect on the date of advertisement for bids. The General Provisions of Contract, Contract Forms of Proposal, Agreement, Bonds, General Construction Specifications, Materials of Construction that are contained within the Specifications will be adhered to in all respects. In compliance with the provisions of Section 115 (Prevailing Rate of Wage), Public Law 627, the minimum wages paid laborers and mechanics are included in wage schedules that are set out in the bid proposal. The County of Livingston reserves the right to reject any or all bids, to waive any informality in any bids, and to award the Contract in the County’s best interest. The County reserves the right to make the award within forty-five (45) calendar days after the date of the bid opening during which period bids shall not be withdrawn. In accordance with NYSDOT Standard Specification Section 102-12 G, within 5 calendar days of letting, the apparent low bidder shall submit a complete D/M/WBE Pre-Award Participation Package to Livingston County using the NYSDOT approved civil rights reporting software, Equitable Business Opportunity Solution (EBO). Sealed proposals for the Replacement of Livonia Center Road Culvert over Kinney Creek project, NYSDOT PIN 4BNY.34, will be received by the County Administrator until 10:00 a.m. local time on June 30, 2021 at the Livingston County Government Center, Room 302, 6 Court Street, Geneseo, NY, 14454. The bids will be publicly opened and read aloud at that time in Room 205 in said Government Center. The official time for the receipt of bids will be the time shown on the time stamp located in the Board of Supervisors/County Administration area, Room 302 on the third floor, Livingston County Government Center, 6 Court Street, Geneseo, New York 14454. In the event the building or office is not open to the public, this will be the time shown on the cell phone of the County representative accepting the bid package from the bidder. There will be directional information at the Government Center front building entrance. All bids received will be publicly opened and read in Room 205 of said Government Center at 10:00 a.m. on the morning of June 30, 2021. “Due to COVID-19 the opening will be conducting as scheduled while practicing social distancing.” Security procedures are in effect at the Livingston County Office Building. Interested parties, especially contractors who intend to hand deliver bids and/or conduct business with Livingston County should allow sufficient time for any delay which may arise as a result of security procedures. To be considered “delivered on time”; a submission must be received by County Administration by the appointed day and time.
