It is the intent of Niagara County Refuse Disposal District (NCRDD) to seek proposals from solar energy developers (“Respondents”) to lease land at the closed Niagara County landfill located at 656 West Avenue and 5400 William Gregory Highway in Lockport, New York (“the Site”), pursuant to a Lease Agreement, a form of which is included as part of this RFP, and install, own, operate, and maintain thereon a solar photovoltaic energy system (“Solar Energy System” or “System”).
NCRDD is interested in development of a community solar energy system for the benefit of Niagara County and the environment. This RFP is being issued to allow NCRDD to evaluate options and determine the project and financial arrangements that best meet the NCRDD’s interest. The goal of this RFP is to lease the Site for purposes of siting a Solar Energy System in order to provide a revenue stream to the NCRDD in the form of lease payments.
