NOTICE IS HEREBY GIVEN: The New York Racing Association, Inc. (“NYRA”) is the cornerstone of New York’s thoroughbred horse racing industry, which is responsible for 19,000 jobs and more than $3 billion in annual economic impact to the State of New York (the “State”). Belmont Park, located in Elmont, NY is owned by the State and is currently leased to NYRA until 2033. Belmont Park is the home of the Belmont Stakes, the third leg of the Triple Crown, as well as the host of many of New York’s premiere thoroughbred racing events. This historic site, which was last renovated in 1968, is in dire need of modernization if NYRA’s is to fulfill its vision of attracting a new generation of fans and sustain its economic impact on the State for years to come. To this end, NYRA is planning a massive redevelopment project of the facilities and racetracks at Belmont Park in the near-term (“Belmont Redevelopment” or the “Project”). The Project is estimated to cost approximately $455 million, and it would be one of the country’s largest private-public partnerships. NYRA is soliciting qualified vendors to conduct a comprehensive study assessing, among other things, the economic impact that the Project would have on the State and on thoroughbred horse racing. The successful bidder is expected to provide NYRA with a report addressing the subjects detailed in the Scope of Services on or before November 1, 2022. Proposals will be received by the Director of Procurement at 110-00 Rockaway Blvd, Jamaica, NY 11417, not later than 2:00 p.m., prevailing time, on July 20, 2022.
